EMPOWER is being implemented in 50 districts in Uganda, to strengthen public sector health systems capacity to deliver maternal health services, mentor health workers on family planning and maternal, child health, and generate demand, while tackling myths and misinformation about family planning, and harmful traditional practices and gender norms that deny women agency over their own bodies.Pathfinder International is currently seeking highly motivated individuals for the following position:Program Officer FP/MCH (1) - MorotoJob PurposeThe Program Officer will collaborate with District Health Teams to ensure alignment with Ministry of Health (MoH) priorities and district health plans, promote institutional ownership, and integrate programme-supported activities into routine district systems and plans. The Officer will work closely with district leadership, health facility in-charges, OPM Health representatives, and community structures to strengthen health systems rather than substitute for them. They will also engage with health facility in-charges and medicine management supervisors to support commodity and supply chain management and support data management activities within the district/cluster.The Officer will be based in Moroto district, while overseeing program operations in Abim, Moroto, Nabilatuk, Amudat, Napak and Nakapiripirit districts.Key Performance Areas & Major Activities / Responsibilities:DHT Cluster Coordination & Governance - Coordinate all programme-supported health systems strengthening activities in the assigned district/cluster.
- Serve as the primary liaison between the programme and District Health Teams to ensure alignment with district priorities, annual operational plans, and national policies.
- Support joint district planning, review meetings, and performance assessment processes.
- Provide regular updates to the Regional Coordinator on systems performance, risks, and implementation progress.
Health Systems Strengthening & Programme Implementation - Develop work plans to guide institutional capacity strengthening and sustainable systems improvement within the district/cluster.
- Support the institutionalization of supportive supervision, structured mentorship, and continuous quality improvement (CQI) approaches.
- Strengthen district and facility-level capacity in planning, management, and performance monitoring.
- Support health workforce development through on-the-job mentorship, strengthening skills, and performance feedback systems.
- Promote community engagement, social accountability, and equity-focused programming to improve access for adolescents, youth, refugees, people with disabilities, and other vulnerable populations.
- Ensure programme implementation reinforces district ownership and sustainability beyond project support.
Health Supply Chain Systems Strengthening - In collaboration with the Supply Chain Advisor and Regional Coordinator, strengthen district and facility-level systems for forecasting, reporting, stock monitoring, and redistribution.
- Build capacity of district and facility staff in logistics management information systems (LMIS) and data use for commodity decision-making
- Support routine review of stock status data to minimize stockouts and expiries, and to promote institutionalization of supply chain best practices within district health systems.
Programme Monitoring Evaluation, Learning and Reporting - With guidance from the Regional Coordinator, work alongside the MEL Advisor/ Director to support timely and accurate compilation, reporting, and quality assurance of data for decision making
- Closely follow up to ensure the collection of equity indicators - such as relating to adolescents and youth, refugees, people with disabilities, gender, etc.
Financial Stewardship & Compliance - Support district/cluster budgeting processes aligned with approved workplans.
- Monitor expenditures against budget and provide regular expenditure and payment tracking reports to the Regional Coordinator, while ensuring compliance with donor and organizational financial and administrative guidelines.
Minimum Education, Work Experience and skills: - Medical Degree, 6 years of experience in Maternal/child health of which should be donor-funded project work within the district health system.
- Experience in Public Health programming in donor-funded projects within district health systems.
- The candidate must possess a Class A Driving Permit and be able to ride a motorcycle.
- Language preference for the Karamoja Region is a requirement; therefore, residents of the area are strongly encouraged to apply.
- Excellent understanding of the national and district health systems.
- Demonstrable collaborative approach, including working with Government officials with good negotiation skills, diplomacy and tact.
- Strong coordination, teamwork, collaboration, and conflict resolution skills.
- Program Management: Experience in program management and administration, financial management, award compliance and sub award management, and tracking activity performance and costs.
- Leadership: Demonstrated leadership skills in working collaboratively with other donors, host country institutions, and international organizations.
- Languages: Proven writing and speaking skills in English. Should be able to speak the local language for the district/region assigned.
- Communication Skills: Proven ability to influence others through diplomacy and proven oral and written communication skills.

- Passion for Sexual and Reproductive Health: Demonstrated commitment to human rights, family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful practices. Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word, and Outlook.
