Job Title: Monitoring and Evaluation (M& E) SpecialistNo. of positions: One (1)Reports to: Grants CoordinatorUganda business directoryAge: 30-45 yearsJob purposeTo provide technical support in coordinating monitoring, evaluation and, performance for the implementation of the UNEPI, Program. including donor-funded projects. The incumbent shall ensure the development, operationalization, and sustainability of a functional M&E framework, plans, guidelines, SOPs, and systems in collaboration with MoH departments, partners, and key stakeholders to develop or adapt appropriate fools, protocols, indicators, and reporting mechanisms to effectively monitor and evaluate the Immunization and Vaccine Administration Program.Responsibilities and AccountabilitiesThe Monitoring and Evaluation Specialist will take responsibility for the following duties.Provide leadership in the development and implementation of an effective M&E strategy, system, and plans for the Immunization Program and donor-supported projects in line with the National M&E Framework: develop appropriate tools, protocols, indicators, and reporting templates.Participate in and facilitate evidence-based planning for immunization services, ensuring alignment with National Strategic Plans.Support identification of funding opportunities and contribute to the development of technically sound proposals in collaboration with relevant departments and partners.Strengthen district and implementing partner capacity in data collection, management, analysis, and reporling to improve data accuracy, completeness, and timeliness.Coordinate and supervise support supervision to districts and implementing partners to enhance compliance with data collection, reporting standards, and quality improvement measures.OPPORTUNITY
  • Prepare and submit timely quarterly, annual, and donor reports, including Project Completion Reports, highlighting performance against agreed indicators and providing actionable recommendations.
  • Integrate donor-supported program performance into Health Sector reports, analyze frends, and recommend corrective actions in collaboration with program leadership and stakeholders.
  • Collaborate with relevant units to collect, process, manage, and maintain high-quality data on immunization services, logistics, and supplies for planning and reporting purposes.
  • Review and update data collection tools and reporting formats to ensure alignment with program and donor requirements.
  • Monitor implementation of UNEPI and donor-funded workplans to ensure timely execution of planned activities.
  • Coordinate quarterly and annual program reviews with Health Development Partners and ensure timely dissemination of review reports.
  • Update online donor portals with accurate and timely country data as required.
Ensure secure storage, backup, and archiving of all program data in accordance with the M&E plan. * Participate in operational research and evaluations to inform policy, program design, and continuous improvement.
  • Maintain effective working relationships with partners, districts, and private sector stakeholders to achieve program objectives.

Work experience and competencies requiredHealth
  • At least 8 years' practical experience in developing and implementation of monitoring and evaluation systems in Donor projects and at least 5 years' experience in the health sector.
Academic qualifications
  • Master's degree in Epidemiology. Public Health, Health Informatics, Biostatistics, Statistics, Quantitative Economics, Business Administration, International Cooperation or a related field
  • Postgraduate training in Monitoring and Evaluation or Project
  • Management awarded by a recognized institution.
  • An Honors Bachelor's degree in Statistics, Business Statistics, Population studies, Monitoring and Evaluation, Quantitative Economics, Mathematics, Medicine, Public Health, Actuarial Sciences and development studies.
